Transport Directorate

Transport is certainly one of the most significant, if not the most significant factor in the entire development paradigm. A smart and optimally balanced Transport system propels sustainable development in any geographical region. All societal activities and progress may perhaps be attributed, in one way or the other, to be linked to the Transport system.

 

The Transport Directorate under the Transport Department, Government of West Bengal, has been created as the functional and executive wing of the Department. Public Policy initiatives of the Department shall be implemented in the ground level through the Directorate. The Transport Directorate has become operational with effect from the 1s t August, 2016 initially to a limited extent at the office of the Director , Public Vehicles Department(PVD) at 38, Beltala Road, Kolkata-700020 with the Director, PVD holding additional charge of the Director, Transport and other officials of PVD holding additional charge(s) of other positions.

 

The Transport Directorate is functioning at Paribahan Bhavan-2 (First Floor) at Kasha on the JBS Halden Avenue (EM Bye-pass ) near Ruby Junction with effect from 02-11-2016 presently to a limited extent. Hopefully from the financial year 2017-2018, with creation of budget heads, fund and human resources availability and other infrastructures, Transport Directorate shall, gradually, function duly to its fullest potential.

 

Transport Directorate: Basic Functions : 

• Effective Management of all District and Sub-Division level Motor Vehicle offices (RTO & ARTO offices) and Check-Posts of the State.
• Providing Time bound and quality services to the citizens ( Registration of Motor Vehicles and related funct_ions / Driving Licenses and related functions / Fitness of Motor Vehicles and related functions /Permit and related functions/ Motor Vehicle Taxes and related functions etc).
• Implementation of MV Acts and Rules.
• Rationalization and Standardization of work flows in all RTO & ARTO offices and Check-Posts.
• Formulating Roles and Responsibilities of all the officers and staff members.
• Human Resources Management.
• Computerizations of all RTO & ARTO offices and Check-Posts.
• Observance of provisions of the MVAct,1988 / The CMVR, 1989 / The WBMVR,1989 and other related Acts /Rules / Govt Orders through enforcement activities and prevention of overloading of vehicles.
• Revenue collection.
• Controlling vehicular emission / pollution.
• Executing Road Safety measures.
• Redressing Public Grievances.

 

Unit Offices:
Presently 2 0 Regional Transport Offices (at District Headquarters), 3 0 Additional Regional
Transport Offices (at Sub-Divisional Headquarters) and 06 Check-Posts (at Strategic locations on
National / State Highways ) are there.

 

A. Regional Transport Authority (RTA):
At PVD , Kolkata and at all District Head Quarters, this body chaired by the Director, PVD and the
District Magistrates respectively and consisting of one nominated Member looks after the affairs of Motor
Vehicles Routes , Permits and related issues . The Regional Transport Officer (RTO) of the .District is the
Secretary to the RTA. Regular meeting (generally monthly) of the RTA is held to resolve various related
issues.

 

Recently vide GO no 3838-WT/TR/3M-51/2010 dated 03-10-2016, jurisdiction of RT A, Kolkata has
been expanded to be consisted of the areas comprised within the Police Commissionerate areas of Kolkata,
Barrakpore, Bidhannagar and Howrah. Resultantly, the RTAs of North 24 Parganas, South 24 Parganas and
Howrah Districts are comprised of areas excluding the respective Police Commissionerate areas . For better
Traffic Planning and Management, the D.C(Traffic), Kolkata Police is a Member ofRTA, Kolkata.

 

 

B. Regional Transport Office (RTO) :
At all District Head Quarters there is one Regional Transport Office (RTO) for providing MV
related services to the citizens ( Registration of Motor Vehicles and related functions/ Driving Licenses
and related functions/ Fitness of Motor Vehicles and related functions/ Motor Vehicle Taxes and related
functions / Enforcement of various provisions of the MV Acts and Rules etc).

 

C. Additional Regional Transport Office (ARTO) :
At various Sub-Divisions of the Districts, Additional Regional Transport Offices (ARTOs) are
created for providing MV related services to the citizens ( Registration of Motor Vehicles and related
functions/ Driving Licenses and related functions/ Fitness of Motor Vehicles and related functions/ Motor
Vehicle Taxes and related functions / Enforcement of various provisions of the MV Acts and Rules etc).
Gradually all Sub-Divisions shall have one Additional Regional Transport Office (ARTO).

 

D. Check-Posts:
At selected strategic locations near National Highways, important State Highways , important State
Borders etc MV Check-Posts are created to prevent overloading and its related ill-effects.
